When I have to resize an image for use on a web page, I open up Fireworks. I realize that most people don't want to buy that kind of software when they only need to to do a tiny job. Up till now I would recommend GIMP, a free open source tool. Over at Amy's blog I notice a new discovery, a tool called QuickThumbnail. It allows you to upload and resize an image quick and easy. Give it a try.
