After posting the news about the stable version of Joomla 1.5, I have had some emails that people can't get it as the main joomla.org site is pretty busy right now!

No

Yes in the backend, the "published status" icon in the article manager
3. Is there a way for authors/editors to see and edit unpublished content (still unable to publish them)?
Editors will see their content, authors won't ( I think)
